In order to further optimize the business environment and continuously enhance the ease of starting a business, Guangzhou Municipal Administration for Market Regulation will implement free agency service for starting a business at bank branches across Guangzhou from August 1, 2020. Relevant matters are hereby notified as follows:
1. From August 1, 2020, total 1,256 bank branches of (see Appendix for the detailed list) Industrial and Commercial Bank of China, Agricultural Bank of China, Bank of China, China Construction Bank, Bank of Communications, Bank of Guangzhou, Guangzhou Rural Commercial Bank, China Merchants Bank, China CITIC Bank, China Guangfa Bank, Shanghai Pudong Development Bank and Hua Xia Bank would provide free agency service of starting a business across all district of Guangzhou, including application for business license, seals making, application for and collection of invoices and the tax Ukey, employment and social insurance registration, housing provident fund deposit registration, making an appointment to open a corporate bank account, and others. For starting a business, the designated staff of each bank branch could login to the "Business One Link Platform of Starting a Business in Guangzhou" (for PC: https://air.scjgj.gz.gov.cn/; for WeChat users: "廣州市開辦企業(yè)一網(wǎng)通平臺(tái)" Mini Program), fill in all application information on one form for a one-time submission. With all the required materials are submitted, which should be legal in form, all relevant authorities will jointly and concurrently handle the applications through the platform within half a day at the soonest.
2. After receiving a text message from “Business One Link Platform” of Starting a Business in Guangzhou, informing the approval of the corresponding application, the designated staff shall obtain the Business-starting Package including its business license, seals, invoices, and the Tax Ukey from dedicated “Post-approval Collection Counter” at the government service center in the district where the business is domiciled (or where its business premise is located), and will deliver it to the applicant.
3. The "Business One Link Platform" of Starting a Business in Guangzhou provides the service of making an appointment to open a corporate bank account. On behalf of the applicant, bank branches may assist them in opening corporate bank accounts through optimizing and expanding services and the like.
