Guangzhou launches China's first market procurement cosmetics export via "One-Port Through"

On August 1, Guangzhou successfully launched its first batch of cosmetics exports under the "market procurement trade + one-port through" model—the first such case nationwide. A shipment worth $35,000 was cleared through customs and inspection in Guangzhou, transported via Huadu Port to Nansha Port, and then onward to Tanzania.

The market procurement trade model is highly compatible with international purchasing habits, efficiently resolving challenges like VAT invoice shortages while ensuring fast customs clearance. The "One-Port-Through" model further accelerates the process by integrating Nansha Port as the hub with feeder ports such as Huadu Port, enabling unified customs procedures ("single declaration, inspection, and release").

The export on August 1 also marks the city's inaugural market procurement-based cosmetics export, allowing international buyers to source beauty products from Guangzhou in small, frequent, and flexible batches.

In the first half of 2025, Guangzhou's market procurement exports surged by 81.5% year-on-year. Supporting personalized, multi-batch, small-volume trade, market procurement export benefits the fragmented and flexible buying needs of global buyers as well as small and medium-sized suppliers.

Market procurement exports in Guangzhou now apply to a list of approved cosmetics categories and destination countries/regions, currently covering nine major types of cosmetics, including rinse-off products, and markets such as China's Hong Kong and Macao region, Southeast Asia, Africa, and South America.

Guangzhou Zhonggangtong Import & Export Co., Ltd. seized the opportunity early.

"Many local manufacturers have such needs," said Wen Bihong, the company's representative. "We're confident in leveraging this policy to bring more Guangzhou-made beauty products to global consumers."

Home to one-third of China's total cosmetics output, Guangzhou hosts China's largest beauty wholesale market, Guangzhou MBC (Beauty Exchange Center), where tens of thousands of overseas buyers seek one-stop procurement services for products like shampoo and nail polish annually. For the next step, permitted market procurement export categories and destination markets will be expanded to boost trade, according to Guangzhou Customs.
